Garou of Delft, 
We, the Council of Tribes of our Nation, write to you on the matter of Sept Positions. 
The Council of Tribes has been called into existence after the disappearing of Anne de Provence. Each of the 13 tribes has sent forth a representative, whom is sanctified to make decisions for the nation together with the other representatives. As long as the Nation has no High King or Queen, the Council shall take up the leadership of the Nation. 
In this capacity we have decided it is necessary to restructure the Sept Positions we have long upheld. In the recent changes of our world, the structure of our Nation has been affected to no small degree. Many Garou have fallen, and those Septs which remain are smaller and weaker. Thus, strong leadership with fewer roles is required. The Alpha remains in high regard, and is supported by a Council of Auspices, which is also responsible for challenging decisions made by the Alpha were necessary. Outside of these six leadership roles, only the positions Den Parent and Master of the Challenge exists in the Septs without a Cearn. The 13 remaining Cearns shall have a Warder who can also appoint Guardians to help him. 
For each of the positions, an envelope was sent along with this letter. On these envelopes, short descriptions for each of the positions are given. They may be opened by the Garou who shall fill the position. It is left to the septs how the challenges surrounding these positions will occur. Suggestions for challenges were included on the envelopes, but it is not required to use these challenges.
