Theurge

Those Garou born under the quarter moon are the Theurges. They are born when the rays of Luna were just creeping in to touch them and open their inner eye just a bit more to the spiritual forces around. They are the spiritualists, the ones who deal easiest with the spirits that surround the Garou and guide the other Garou in their spirituality.
